The rate of filling the SPR is slow at best. Originally, the Gulf Coast salt caves that comprise this reserve were designed for a lifespan of 25 years. The risk of cavern collapse increases with every drawdown and fill. The maintenance issues and the rising costs of the $1.4 Billion modernization program add to the strain on the reserve.
